Founder

Thomas F. DiLullo founded Thomas F. DiLullo & Associates, P.C. in 1989. He is licensed as both an attorney and a Certified Public Accountant, and holds an LL.M. in Taxation from New York University School of Law. He has practiced federal and state tax law since 1984.


Mr. DiLullo became a CPA in 1980 and spent several years in public accounting — preparing individual and business returns, representing clients in examinations, and providing management advisory services — before attending law school. That background shapes how he approaches controversy work: most tax disputes turn on the financial record that produced the assessment, not only on the law applied to it.


His practice focuses on taxpayers who dispute the amount assessed against them and taxpayers who cannot pay the balance shown. He appears regularly before the United States Tax Court, the U.S. District Court for the District of New Jersey, the New Jersey Tax Court, and the New Jersey Superior Court.
